It has been 60 years since John F. Kennedy’s historic visit to Italy. To mark this anniversary https://jfk.blogs.archives.gov/2022/08/11/digitization-of-photographs-from-president-john-f-kennedys-trip-to-italy/ , the Rome based Centro Studi Americani, presided by Gianni De Gennaro – former Head of the Italian Intelligence https://st.ilsole24ore.com/art/notizie/2012-05-11/monti-nomina-gennaro-sottosegretario-172315.shtml organized a debate on a highly relevant topic: the New Frontiers of Democracy.
The debate featured two prominent figures in Italo-American relations over the past decades: Leon Panetta and Giuliano Amato. Giovanna Panchieri Sky TV renamed journalist expertly moderated the discussion.
Leon Panetta emphasized that we currently face a historically challenging and more perilous phase compared to the Cold War era between the US and the USSR. Putin’s regime, particularly after the invasion of Ukraine, has become much more fragile, as demonstrated by the Prigozhin’s incident. The increased fragility makes the threat much more insidious.
Giuliano Amato began by recounting his experiences when he was a student at Columbia University in the United States, including his encounter with Robert Kennedy and his long friendship with Arthur Schlesinger Jr. Advisor of Presidente J. F Kennedy athe White House. Both Amato and Panetta stressed that we are currently experiencing a particularly perilous moment. Amato emphasized that while the Communist Party of the Soviet Union (PCUS) was a structured party, today, Moscow wields monocratic, undemocratic and unpredictable power.
He also added the Ukraine crisis provided an opportunity to rebuild unity among democratic nations, but neither the United States nor European Countries are now what they used to be when Civil Rights were at the center of the political debate.
Leon Panetta stated that the first step in effectively containig China’s poltical and military ambitions is to adopt a tough stance on Moscow. Being weak with Putin would send a dangerous signal of weakness to China.
Regarding the United States, Panetta acknowledged that th US faced numerous profound crises, but will eventually overcome the current one. He also expressed his satisfaction with Giorgia Meloni, particularly for her determination in foreign policy and full military support for the resistance of the Ukrainian people.
Giuliano Amato underlined that nowdays the world still needs US leadership, ma the US is unable to excercise it alone. In the new global context effective US leadership needs a stronger US/EU partnership and the US needs to act involving all is allies.
Russian interference on the European Elections 2024?
President Amato also warned about the risk of a strong Russian interference and influence campaigns the poliyical parties durino the campaign for European elections scheduled in June 2024.

It is worth noting that AFD’s program for the next European elctions seeks to increase consistenly the import gas and oil from Russia. However, according to Amato some other extremist right-wing political parties, when in government, will operate within a European and Atlantic context as Meloni is doing in Italy, and they will likely transfom themselves in some kind of traditional conservative party. For the future of Europe, the decisive moment will come – Amato stated – when there will be a need to strengthen military engagement in favour of Ukraine, not to replace the United States, but to significantly reinforce Europe’s role in military affairs.
After receiving the CSA prestigious award from President Gianni De Gennaro Hon. Leon Panetta expressed his pride in being both American and Italian. He concluded by thanking Italy and highlighting that we are currently in a moment of tremendous opportunity to rejuvenate the bilateral cooperation between Italy and the United States, as emphasized in the opening remarks by Shawn P. Crowley, the Deputy Chief of Mission at the U.S. Embassy in Rome.

Sono passati 60 anni dalla storica visita in Italia di John F. Kennedy. Per ricordare l’anniversario il Centro Studi Americani presieduto da GiannI De Gennaro ha promosso un dibattito su un tema di straordinaria attualità: le nuove frontiere della democrazia. Protagonisti del dibattito moderata in modo eccellente da Giovanna Pancheri due tra i principali protagonisti delle relazioni italo-americane negli ultimi decenni: Leon Panetta e Giuliano Amato.
Per Panetta oggi viviamo in una fase storica molto difficile e più pericolosa rispetto alla guerra fredda tra USA e URSS. Il regime di Putin – soprattutto dopo l’invasione dell’ Ucraina è, infatti, molto più fragile – come dimostra la vicenda di Prigozhin – e proprio per questo la minaccia è più insidiosa.
Giuliano Amato nel suo intervento ha raccontato delle sue prime esperienza negli Stati Uniti quando studiava alla Columbia University, del suo incontro con Robert Kennedy e la sua profonda con lo storico di Harvard Arthur Schlesinger, importantissimo consigliere di John F. Kennedy alla Casa Bianca. Per Giuliano Amato il viaggio di John Kennedy in Italia nel 1963 fu – anche simbolicamente – la piena legittimazione dell’ apertura al PSI con i successivi governi di centrosinistra. .
Anche per Amato come per Panetta viviamo un momento particolarmente pericoloso. Il PCUS era – ha ricordato Amato – un partito strutturato. Oggi a Mosca c ‘ è – viceversa – un potere monocratico dispotico e imprevedibile di una sola persona. L’ Ucraina è stata l’ occasione per ricreare l’ unità dei paesi democratici, ma né gli Stati Uniti nei paesi europei sono quelli di una volta quando le battaglie sui diritti i civili era al centro della scena politica americana. .
L’ex Segretario di Stato e direttore dell CIA Leon Panetta ha aggiunto un elemento importante. Per contenere efficacemente le ambizioni politiche e militari di Pechino la cosa più importante é mantenere una linea di fermezza con Mosca. Mostrarsi deboli con Putin darebbe un pericoloso segnale di debolezza a Pechino.
Per quanto riguarda gli Stati Uniti Panetta ha detto che il paese ha attraversato numerose e profonde crisi nella sua storia recente e passata, ma come é accaduto in passato usciranno anche da questa. Per quanto riguarda l ‘Italia si é dichiarato soddisfatto di Giorgia Meloni, soprattutto per la sua determinazione in politica estera e il pieno supporto militare alla coraggiosa resistenza del popolo ucraino contro l’inasione militare voluta da Vladimir Putin .
Giuliano Amato ha messo in guardia l’Italia dalle interferenze e della campagne di influenza della Russa nella campagna elettorale delle elezioni europee del giugno 2024. Alcune forze di destra appaiono razziste e neonaziste e filo putiniane. Per esempio il programma per le europee di Alternative fur Deutschland é quello di riprendere al più presto le importazioni del gas e del petrolio dalla Russia. Altre forze di destra – alla prova di governo – opereranno, invece, in una cornice europea e atlantico e probabilmente si trasformeranno in normali partiti conservatori. In Europa il momento decisivo sarà quando dovremo – non sostituire gli Stati Uniti – ma irrobustire in modo massiccio l’ impegno militare a favore dell’Ucraina perché la guerra di attrito non si prolunghi all’infinito. .
Alla fine del dibattito il Presidente del CSA Gianni De Gennaro ha consegnato il prestigioso premio del Centro Studi Americani a Leon Panetta. L’ex segretario di Stato si è detto molto orgoglioso di essere americano e di essere italiano. Ha concluso ringraziando l’ Italia e ricordando che viviamo un in momento di grandissime opportunità per rilanciare la cooperazione bilaterale tra Italia e Stati Uniti ,come aveva be sottolineato nel saluto iniziale Shawn P. Crowely numero due della Ambasciata degli Stati Uniti a Roma.
